This is a very contentious issue.

In OOo 1.1.x the filename is displayed unless the document has title, then the title is displayed, so the user has a choice and everyone can be happy.

In OOo 2.0 only the file name will display, so 1/2 of the population will be happy. Those of use that edit web pages in OOo now get to look at underscores in our title bar. YEAH! (That is sarcasm. :( ).
