First Format the column(cells) to Time 00:00. Sort the rows on the time column. File> Save-As for File type select Text CVS (.cvs). Before it saves the file a dialog pops-up that says Export of text files. Near the bottom is a check box that says Save cell contents as shown. Check that and you should see the same format and sorting as the spreadsheet.

This was possible in past version, but something happened recently that
prevents this. I find it disturbing that Open Office programmers have
taken upon themselves to make these kinds of decisions on behalf of users.
If this is an option, the user must be given an obvious option to opt out.

Sees to still be available but not as one option.

For the record, I would also like to suggest that an option to format date
as YY/MM/DD or YYYY/MM/DD would be valuable. (It sorts simply.)

Standard ISO 8601 is available at Format> Cells> Numbers> Date, you have to scroll down to see it but its there.
