By "development" I mean adding new features to the project, making it evolve.

Now, the rare commits that are done in the two projects are just bug fixes.

And stating that "distribute is a year behind setuptools" is a false statement,

Maybe this is a more accurate statement:

1 - some rare bugs fixes were not backported from setuptools to
Distribute, because missed
2 - the few recents bugfixes were not backported

While we can fix 2 -- we cannot fix 1 without some expertise from PJE,
because some changes done in giant commits hard to decrypt.
