That bug report was just closed blaming a distutils issue which apparently numpy aren't going to work around :-( I don't know if you want to pick up on the issue and argue the case with the guy who closed it. So no, numpy won't build on Windows. Maybe in Python 3.5, if someone aggressively pushes for a distutils fix. But I'm not holding my breath. Sigh.
