Not correct, in a literal sense. Abstractly, it's sorta correct in that the presently-specified set of SAMLv2 profiles may not address your particular needs.
However, somewhat subtle, and very important aspect of SAML is that: "If there is not yet a SAML Profile that does what one needs, then one can craft a new profile to accomplish it."
