They are documented in the topics/i18n documentation, but it is not very clear you are right. If you search for "technical message IDs" in that document, you will see the explanation. On the weekend I started splitting up that documentation into three pieces (internationalising, localising and deploying, very roughly) and one of the things I have pulled out into a separate section with its own heading is "technical message IDs". We do need to make that clearer, since it's often not done well (when combined with Django's slightly fragile support for international dates that we're also working on fixing for 1.1, there's a chance we can make things a lot better there).
