Open source projects can simply do it, and let the real users of their
software test directly.  They often do so graciously, too.  It still
has to be tested, though, and until there is data, I have to agree
that at best we're talking about "Best Unimplemented Practices", and
that doesn't belong in a standards-track RFC (yes, I know, but this
*should* be a standards-track RFC given its content).
