You want to know what authentication was possible at the time the MLM received the message; ARC transmits that information downstream using cryptographic signatures, while this lets the verifier see for itself. I originally floated this idea years before ARC was proposed, but there was no apparent community interest in pursuing it so I let it expire. -MSK
