Some time back there was an attempt to solve the PSL problem in DNS via a Domain Boundaries (DBOUND) working group. It was not successful, unable to develop consensus among several options, and the working group closed having not produced anything.

This might be of significant interest to DMARC if it were to work out this time. There may be a side meeting to discuss it at IETF 114.
