I do not think we can have a consensual definition of "consensual" :-)
If you have this choice by default, most users will not change it
because they don't know how or do noteven imagine it can be
changed. It is not a consensus, it is apathy.

I suggest to drop the entire "Non-consensual policy-implementing
resolver" paragraph from the draft.
