I would suspect that Tucows won't make any statement about this until
the proposed court order becomes official.  It is worth noting that the
proposal currently being floated was written by e360's lawyers, *not*
the judge.

IANAL, but the general rule is that a foreign corporation is subject to
local regulations and laws if it that corporation has a nexus in that
jurisdiction.  In this case, Tucows has an office in Starkville,
Mississippi, so there is a very good chance that a federal court can
enforce an order on them.  The jurisdiction clause in the registration
agreement is solely concerned with disputes *under that agreement*, and
would not limit the judge in question.
