Is this true that Tucows is taking expired names and claiming ownership of
some of them that they think are valuable?

e.g.  I register a name on behalf of a client or myself.

Name is forgotten about for some reason, and heads toward deletion.

Tucows likes it and then puts it in it's own name and keeps it?

If yes, will Tucows return the name for reg fee if my client or myself steps
forward after Tucows has claimed ownership?
