The Melbourne IT message made it clear that there was a registry
policy change, but it doesn't suggest that the loss of refunds is
conditional...

Anyhow, I'd still rather see the registry move to a partial refund model,
it SEEMS to me that it would be simpler than having an arbitrary "no more
refunds for you" cutover point... but as long as _we_ don't lose the
ability, I guess there isn't any value in fussing about it :)
