Try

    apt-show-versions netpbm
    apt-show-versions netpbm-free

and see if they list the PPA's versions?

Picking a package from
https://launchpad.net/~darkdragon-001/+archive/ubuntu/ppa/+packages
shows the underlying deb files, though I prefer to use a package
manager.
