The RPi Imager can do that; just scroll down in the Raspberry Pi Device dialog
and select 'No filtering'. Then, in the Operating System dialog scroll down
and select 'Use custom'. The image does not have to be an RPi one.
The RPi Imager is basically the same as Balena Etcher with some additions.
