Poking around the NSIS website, they don't seem to have any plans for x64, so 
you might be stuck there...

Packaging x64 into an installer seems to be relatively straightforward if you 
use MSI 3.1 (sample link below).  I'm no expert on the MSI platform, but I can 
certainly hunt down people who are -- I briefly worked on the WiX project a few 
years ago.

Nope, not yet, unfortunately... I'm trying to figure out a way to get the
installer to run on an x64 box at the moment.
But I think I'll be able to commit my changes to DQSDTools before too long
-- they seem benign.

It'd be great if you could build DQSD for x64 when we manage to get
something working. Let me know if you could imagine doing so.
