I noticed that as well... However, the current idea I had was to build a little add-in DLL to NSIS, that could override the Wow64 emulation for WriteRegStr et al.
So, the installer would still be 32-bit, but it would steer clear of the registry and file system redirection.
I'm not sure how well this is going to pan out, currently I'm quarreling with NSIS' plugin system, it's truly a hack from below.

Any chance you could build a sample DQSD installer using WiX? I'm not familiar with either MSI or WiX, but I think it'd be great if we could move away from NSIS moving forward (provided that MSI can do what we need to do, but I don't think file copy and writing to registry should pose a problem :-))
