No real difference between the '3 and '4. The only practical place to pick off the frequency is at the output of V3a. Obviously this requires a counter that is 'offsettable' by the 9 MHz Carrier oscillator. A second offset would be required for CW readout.

On the other hand, do you  _really_  need to know your frequency to better than 
a half kHz???
