I believe next steps are as follows:

1. Start a discussion on the incubator-general list
2. Update the drill status xml file to accurately represent the current
state of the community
3. Create a project charter document
4. Complete a PPMC vote
5. Complete a IPMC vote

>From there, we can work through some additional steps that can be read
about here [1]

I'd love some help on items 2 and 3 from other committers.  I can start
item one above.  Once discussion seems to have gone well, I will start the
vote on this list.
