Just as an update: By now I have working RPM packaging for lp:drizzle,
and it will not package libdrizzle in any way.

The plan would be to package libdrizzle rpm and deb files from
lp:libdrizzle. Scripts and make commands to do that would not be
present in lp:drizzle at all. (For one thing, then you can do "make
rpm" in either place and don't need to come up with something like
"make rpm-libdrizzle".)

Note however that I'm currently putting less priority on this for
libdrizzle. It can be assumed that our current libdrizzle users can
and will build it from source, so I see it as much less critical than
providing packages for drizzle-client and drizzle-server.

For instance this lp:libdrizzle autoconf bug is imo much more
important than rpm/deb, considering the target audience:
