ok theres a misunderstanding in there.  the user does not need to be 
authenticated before seeing the tombstone, it is only unauthenticated or 
unauthorized users who see it. If a user who is authorized to edit the item (ie 
the admin who can move it out of withdrawn state) views the item, they will see 
the original item with a warning panel that it is in a withdrawn state.
