After further investigation, reopening this issue.
I've discovered that the behavior of the following 'update' commands are
slightly different:
(1) ant update
(2) ant -Dconfig=[path-to-dspace.cfg] update
The former (#1) replaces/upgrades your old dspace.cfg with a new one. While
the latter (#2) does not.
As discussed in the developers meeting on Oct 26, 2011, the expectation would
be that both commands should replace/upgrade your existing dspace.cfg.
