Brian,

To make sure I understand you correctly.  You'd rather that the 'dspace.cfg' 
not be upgraded?   So, as an example, if you were upgrading from 1.7.x to 
1.8.x, you would run some form of  the "ant update" command.  Would you expect 
this command to also upgrade your dspace.cfg file from 1.7-compatible to 
1.8-compatible (keep in mind we would first backup your old 1.7-compatible 
configs to a *.old file)?  Or would you want your existing 1.7-compatible 
dspace.cfg file to be kept in place & require a manual upgrade process to make 
it 1.8 compatible?   

My proposal was that we likely should be upgrading your dspace.cfg file for you 
by default (and backing up your previous configs).  This is the behavior we 
currently see in the 'ant update' command  (#1 above).  But, the 'ant 
-Dconfig=[path-to-dspace.cfg] update' command (#2 above) doesn't behave in this 
fashion, which is what we felt may be a bug.

But, obviously, it'd be good to bounce this idea around to see what everyone 
thinks :)
