I'm thinking option 2 is the behavior that should be expected, and required.  
Assuming the value passed is the dspace.cfg being used by the live app, it 
would be odd to replace it with a possibly outdated version from the source 
directory.  Would it be possible, if a replacement must occur, to use the value 
of -Dconfig as the replacement?

Mind you, I don't use this option.  But it seems odd that someone would want to 
use a specific config file and then throw it over for another that is 
specifically avoided in the deployment....
