Hello Paula, the file system permissions might be one reason (the user your servlet container is running under, needs the rights to write to the dspace directories s. DSpace system documentation), one other is the email server. Are you able to register another user via the DSpace UI? These are to my knowledge the most common errors made during setup, that will prevent among other things the submission of an item.
