Helix, I hear you about changing past behavior, but something to consider: The move to build.properties and Maven filtering broke the setup we've been using since DSpace 1.5! This may merit a special case.
Of course we'll have to see how the wider DSpace community feels about this, and if we can unearth any corner cases and or side effects.
