I have reviewed again the upgrade steps for both 1.7 to 1.8 and 1.8 to 3.2. I 
have also tried changing the hashing algorithm in
[dspace-dir]/config/modules/authentication-password.cfg to MD5 because thats 
what I saw in pg config but that still doesn't work. Am wondering if I missed 
out something else.

Is it still occurring after doing the upgrade steps (both 1.7->1.8 and
1.8->3)? I already wrote which particular step almost surely causes
this problem.
