ok. i can't find any documentation that states that but if it's true why
the rest of the default preferences are not there - does that mean that
they have to be put in there by hand?!

here this is from the dspam.conf:

this says explicitly that these are the default preferences for everybody
unless there are any other files/records that override them. in my case
there arent any...  no mention of uid 0 here....
the default.prefs file comes with the gui. and i dont have that working yet.

ok....  i'm going to start messing with this adding and deleting stuff
to/from the dspam_preferences to see what will work but...   anyway....
