My package includes the same header files as mysq-devel-5.x packages
for opensuse for example:

This is a red herring; if the required headers had not been available,
you wouldn't have built the *.o files. I reckon you should be looking
for missing symlinks in /usr/lib/mysql - check with the MySQL 4 rig on
which dspam does build.
