Ed, Of the FD rules 7.3.7 Satellite QSOs, 100 bonus points.
On the other packet, APRS, etc in 7.1.3 Digital QSOs count as 2 points (double phone and same as CW). Since D-Star digital then think it would count. Repeaters, except Satellite, are not allowed. Also only one VHF/UHF station allowed when not affecting class for rigs. Guess if using D-Star must make sure 6 m, or other VHF SSB, etc is not in operation. I think FD could be good place to demo D-Star, let others who cannot/will not spend the money on a rig, see what it can do. Would be good to use voice, packet and gateway.
