Hi Steve,

There you got me - I know that the Japan stations play by a different set of 
rules. In fact the only JA contact I ever had was when he called, using a 
Dongle. to WB4HRO to talk to KJ4VO and I was already in QSO.

My previous answer was based on the rest of the D-Star world (as I have 
experienced it). If you were specifically referring to Japanese contacts, I 
somehow missed that, so disregard.
