There was once a gag INIT that would put up something like that.  Sort of
like the one that put up a dialog and then had the only button (OK) tear off
and run around the screen -- kinda like when you try to push the north poles
of two magnets together.  Every time you got the mouse close, the OK button
would slide away.  (As I recall, if you gave up and just clicked where the
OK button started from, the spot was still sensitive and the dialog would go
away...) Anyway, for a while (years back) these sort of practical jokes were
running thru the Mac community.  I'd believe this was one of those cases.
After all, every HD utility I've ever seen has the default be NOT doing
something.
