Would that have to do with compatrible and normal mode? Some programs like AOL is finicky enough to assume all Macs don't have internal modem, only external modem so when the Duo modem's in compatible mode, it shoudl trick all but the worst program into thinking the modem is really an external modem that's plugged in. And yes there is a power on/off for the modem but it's all software controlled so you'll have to find the switch in the modem control panel to turn it on.
