This is a waaay too FAQ, and often an incorrectly answered one. Hopefully
this will answer it:

The Express Modem (aka Apple Telecom) software isn't part of any default OS
install that I recall. It may be an optional package on your 8.5 or 8.6
update CD, or you can just download it from Apple's site.

On the 2300 you can use the last version they released (3.1.3). On a 68k
Duo install 2.3.3 and update it to 3.0. Without the software the modem
won't work at all, because the software actually is part of the modem. The
software is only tested by Apple up to OS 8.5, but it works with later
versions.

If you have a Global Village modem installed (black phone jack instead of
grey), you need the Powerport modem software instead. One to get it is to
download the 2.5.5 update from their site and use Tomeviewer to extract the
files to the appropriate places in your System Folder.

The Modem control panel is a completely different thing, a part of Open
Transport that's used to select between multiple attached serial devices
and manually choose a matching "modem script". That's all it does - it's
not any sort of driver.

There is a bug in the 8.5 (and later) Energy Saver control panel that
causes the Express Modem to always revert to "compatible" mode when you
reboot, wherein it takes over the serial port. A workaround is to remove
the  Energy Saver control panel and replace it with the earlier Powerbook
control panel, like that from OS 7.6.1-8.1.
