It has 16 on the motherboard, and there is a single SODIMM socket for
expansion. Apple originally specified the maximum size card at 32 MB.
This turns out not to be the true limit. There are also 64 and 96 MB
SODIMMs available for the 2400. They work great. The 64 is by far the
most commonly chosen option (for 80 MB total memory), because the 96 MB
SODIMMs are imported from Japan, and are way more expensive than they're
worth.
The one big downside to 2400 memory expansion is that it doesn't quite use
industry standard EDO SODIMMs. There are a couple signals swapped on the
connector or something silly like that. So you must get SODIMMs made
specifically for the 2400.
