There are a few things to try.  

1. Reset the PRAM while trying to start.  I forget the key combination 
for doing this (control-option PR?), but it should be in the manual 
somewhere or another.

2. Press the rear power button in for 45+ seconds while trying to start.  
This also resets the system.

3. The third is a little more drastic. You need to disconnect the power 
adapter, the battery and the  backup battery so as to let the unit 
recover to "factory fresh" settings (which is what resetting the PRAM 
should do, but removing all power from the logic board can sometimes 
"bring back the dead").  Warning!  All the usual caveats apply to doing 
this...you will be opening up the computer so you need to be well 
grounded to avoid zapping anythihg.  You will be disconnecting tiny 
fragile connectors so use a light touch.  A small flat blade screwdriver 
works well to gently push on the connectors to disconnect them.

Start out by removing the Duo's battery and disconnecting the power 
adapter. Next, remove the keyboard,

To do this, undo the three screws holding the keyboard (using a Torx T8) 
and fold it forward so it rests on the palmrest area.  Don't disconnect 
the keyboard flex cables. 

Down at the front edge of the keyboard opening (near the trackpad) you'll 
see two connectors with wires running into them and a third with a flex 
cable running into it.  Disconnect the connector on the right that has 3 
wires (red, black, white) running into it. 

Leave everything disconnected for a half hour and use the time to go burn 
incense to the spirits of PowerPC.  

Then come back and connect the power adapter.  The Duo should start right 
up as soon as you plug the power adapter in. If it does start then shut 
down, reconnect the backup battery and reinstall the keyboard and screws. 
 Don't over-tighten them or the keyboard spacebar will be sticky.
