If files have only been renamed and not modified hashes should allow
dvc to sort out any number of candidates.  In fact min(nMissing,
nUnknown) should be the count of potential renames identifiable.
Assuming (perhaps rashly) that hashes are available for all missing
files a user really ought to be able just to ask dvc to propose a list
of apparent renames and have it compute the list on its own.

And what about renaming directories?
