Actually, this is not correct. I saw a Russian LJ clone @
lj.rossia.org that allows exporting journal with all comments in it.
Let me describe how it works in a nutshell with some details:

1) You enter your LJ username/pwd and create an export job on the site.
2) The job asynchronously starts, runs, and stops, and you can monitor
how it runs on a special page.
3) When it's finished, your journal is copied with all entries (with
appropriate privacy level, with only exception that probably your
friends groups will be empty; and with links to originals), comments
(assigned to fake users with usernames like imp_12432 that are unable
to log in), tags, etc.

The fake comments idea is an implementation of the "mark as exported"
idea voiced in here previously, and maybe it addresses D's point of
fair use of copyright and like.

They claim their code to be GPL -- however, when I tried to find how
to download it, I failed, and you should be careful copying it from
them because they're (read it as: their leader, tiphareth) hostile to
the DW project and to D in particular for the reason for the reason
they think slashfics are pervert, and any content restrictions are
evil. ;-)

Anyway, if you still want to take a look at the code, you can ask me
to ask them for it in Russian, and I'll attempt to communicate with
them. Note however that this codebase is ancient, as the service was
started back in 2005 and never synced with LJ since then.
