One of the things I've been begging LJ for for ages (and Suggestions has been faily about) has been a way to disable V-gifts not by whether or not they are adverts, but by whether they are sent by anonymous users, registered users, or trusted users (friends). Also, people you've banned shouldn't be able to send you V-gifts.
I've received a lot of stupid asinine garbage from Suggestions, like "don't you want anonymous love gifts on Valentine's Day?" which annoy me no end, because not everybody likes that sort of thing (it's stalkery you know), and I don't see why someone else should get to decide for me that anonymous notes are good and I will be missing ones I'd want if I turn them off on the grounds that people who really love me won't mind signing their names. (Background: I have a troll. The troll doesn't mind spending a buck here and there if it means they can put something annoying on my profile for a couple hours. I am sure I am not the only person on LJ who has this problem, and since it would be a user-changeable setting, it could also be useful to people temporarily, such as when they're getting a divorce or breaking up with someone.) I mean, yes, I know, I can remove V-gifts, but the troll still can make me look at them long enough to take them down and have the pleasure of seeing them up there until I get the notification.
