Text of the notice is quoted here (http://asylums.insanejournal.com/ 
07refugees/85861.html). Given what you say, it would seem to indicate  
either a) a policy change or b) a hoax.  Be interesting to see which.

In any case, I thought it raised a question of how DW will want to  
handle (or possibly not touch with a ten foot pole) cases of comm  
control transfer, since such cases appear to have been placed among  
the moderately hot-button topics.
