Some online forums have that kind of arrangement. However, there still
needs to be a policy for abandoned but active groups, because no
amount of making options available will make them always be
used--especially in the case of a small group that gradually grows,
and the original owner abandons it before it gets large and active,
and not until a troll shows up does anyone notice there's a problem.
