Comments work differently from posts; the software treats them very differently.
Since you can *make* OpenID comments, there's an easy way to deal with
the imports: treat them like comments made at DW, only screen them.
However, OpenID users can't post, so the software has no way to accept
OpenID posts in communities. And there's no such thing as "screened
posts."

In regards to permissions:
You don't give permission to have your stuff exported by RSS. It can
happen whether you like it or not.

There's an uneasy permission-to-copy by posting on an public internet
location, included in the TOS, phrased something like "This Content
may reside on LiveJournal's servers or on the servers of a third
party" or "You understand that the technical processing and
transmission of the Yahoo! Services, including your Content, may
involve (a) transmissions over various networks; and (b) changes to
conform and adapt to technical requirements of connecting networks or
devices."

This is not understood to mean "another site can host your stuff"--but
it also doesn't mean another site *can't* host your content.

Posting online may not fit the legal definition of "publishing" in
regards to copyright law.
