From what I understand, VU7 is slowly opening as a tourist resort - only a few years ago they wouldn't let any foreigners near the place.  However some islands are very sensitive military installations, as this is where the Indian Navy largely resides and where the Indian military has listening posts to spy on it's neighbours in the Middle East.  Given some of the islamic crazies running places like Iran I can't blame them.....
 
I'm told that even Sonia Gandhi was denied access to some of the islands when she was Rajiv Gandhi's wife but not an Indian national - however that was a few years ago now.
 
It seems, then, that some areas of the Lakshadweep Islands are less sensitive than they were, and maybe further demonstrations that Ham Radio won't bring about the destruction of state security in VU4 will help things along the way.  It's some years since I lived in India so I'm out of touch with these things - how about asking VU2RBI about this?  I'm sure that she'd know.

Yes I know that the US had bad propagation and many never heard it. So
that's not my point; my point is why go for a "repeat" if the doors are
being opened and go for VU7?
