I have sent V51AS 5 QSL cards beween 12/99 and 3/02 without a reply. Most or all of these were likely sent via he bureau as I already have it confirmed for DXCC. I have 2 other contacts in 8/05 and 3/06 and I didn't send cards for these 40 and 80M contacts as I felt I was wasting my time.
