No program. But if you go into the Awards manager (File | Awards), and on the DXCC tab, in the upper-left box, uncheck LoTW (so only QSL is checked), and perform the DXCC submission, then DX4WIN will only try to submit paper QSLs, even if you also have a LoTW confirmation.
