I have almost the same setup.
My SIIG PCI card was configured by XP to the same IO addresses that you
have, both sharing the same IRQ.
I did set the settings to the baud rate of the device they were controlling.
I also checked and set the DXB registry setting so they match.
My system is working properly.
So it can work, hope you get it sorted out.
