My experience has been that a lot of the DX stations that have "mail drops" in the US use them both ways. I have sent quite a few QSL cards to "mail drops" with green stamps, only to have the cards returned to me with a US stamp. Obviously, not all ops are ethical.
I have purchased foreign stamps from Bill Plum too. At the risk of raising the ire of my Canadian friends, I would guess that my return rate, when sending cards to Canadian stations with their postage on the return envelope, is about 50%, worse than Mexico! That being said, it seems that the return rate from US stations using an SASE is only a little better. Caveat: Most of my QSLing these days involves six meter cards, etc. I generally have pretty good luck with HF DX stations on the other bands. Must be something about six!!!!!
