If a Mail Drop has a USA address and I mail a QSL card from USA, do I send 2
green stamps or an SASE if not specified?

stamps for your return card from his country's post office and USD's are (at
least for now) the universal currency, thus fairly easy for him to exchange
at a bank or the post office itself.

That said, you may very well get your reply back with a US stamp on the
envelope. Who knows. Maybe it's his intention to take all the mail back to
his country after his business trip or vacation is over, but he has the time
to do 'em up and send 'em out before getting on the plane. Or he may just be
a G$ collector and keeps the excess money above and beyond the cost of a
domestic US stamp for himself. Sadly, it happens - but not all that often in
my experience.

Bottom line, mail drops do work nicely and you're pretty well assured of
getting a return card if you follow the guy's instructions.
