Just a quick addition to what Brendan said, all of which is correct to the best of my knowledge. The FCC has stated that ROS is not legal for US Amateurs to use. They say it violates the FCC band on amateur spread spectrum modes. The last time I looked there was a great deal of disagreement on whether not this was true, but for US amateurs that makes no difference. The Funny Cookie Company has spoken, and we must obey! :-)
