I setup UltraVNC Viewer on my remote client (which also runs the echo
server)

It doesn't matter if I run EchoVNC or EchoWinVNC on the server I'm trying to
access.

I use UltraVNC Viewer to connect to the remote w2k3 server, and the status
window pops up:

VNC Server 127.0.0.1
Port: 1131
Status: Negotiate Protocol Version...
Encoder:
Speed: 123kbits

0sent 0 received

It just stays like that for many minutes, and I can cancel, and the relay
channel stays open in status. Or after awhile, it quits and says maybe
missing a plugin etc. Others PC on the remote network have no trouble
connecting.

        Hello! I've seen this before, but not on a 2k3 server. Try this: the
echoWinVNC server is based on the UltraVNC server. But the default Viewer in
EchoVNC is based on RealVNC. So try installing UltraVNC on your Viewer PC,
and use EchoVNC's GUI to choose the UltraVNC Viewer as the default viewer.
Then try to connect, and see if you get the same problem.
